Study “The Non-Governmental Sector in Latgale. How Large? How Powerful? How Prepared for Crises?”

The aim of this study was to assess the resilience capacity of the society in the Latgale region - in nine Latgale municipalities, by evaluating the size of the non-governmental organization (NGO) sector, its ability to operate, readiness to take initiative in crises, and assessing the municipalities' past contributions to strengthening the NGO sector, including their involvement in decision-making.

The study consists of two parts. In the first part, data describing the Latgale NGO sector are analyzed to assess its size, capacity, and areas of operation. The role of municipalities in strengthening the NGO sector is also examined. Meanwhile, the second part is dedicated to a currently relevant issue – societal resilience in crises. In this section, data on the NGO sector are supplemented with an assessment of NGO experiences – how Latgale NGOs have reacted to the crises of the past years, such as the war in Ukraine and the Covid-19 pandemic.

In the conclusion of the study, several recommendations are summarized – for the NGO sector itself, municipalities, and state institutions, aiming to strengthen the societal resilience capacity of this region. The annex to the study includes data on each of the nine Latgale municipalities, such as the number of registered NGOs in each district, their areas of operation, the financially strongest organizations, and the amount of funding allocated by municipalities to registered associations and foundations.

The study mistakenly indicates that there are no registered non-governmental organizations in the Vārkava parish of Preiļi district. We would like to clarify that there are three registered non-governmental organizations in Vārkava parish. We apologize for the error!
