The project “Strengthening Ukraine’s Public Administration Reform for EU Integration (PAR4UA)” is aimed at strengthening Ukraine’s public administration on its path to the European Union. At a time when Ukraine has begun accession negotiations with the EU, an effective and professional public administration has become one of the main prerequisites for successful integration, especially in the “Fundamentals” cluster of the negotiations. In the context of war, which significantly weakens state institutions and fragments civil society, this project addresses the critical problem of insufficient capacity within state institutions to fully implement the necessary reforms, thereby strengthening Ukraine’s resilience and bringing it closer to EU standards.
The project is led by the Latvian think tank “Centre for Public Policy PROVIDUS,” while the main implementer is the partner organization in Ukraine – the “Professional Government Association (PGA).” The majority of the project’s activities will take place in Ukraine, where, under PGA’s leadership, a civil society coalition will be formed and a PAR (Public Administration Reform) ambassadors’ network will be developed. Targeted expert support will also be provided to the National Agency of Ukraine on Civil Service (NAUCS) and the Ministry for Veterans Affairs (MinVet). The role of “Providus” is not only to oversee the project but also to ensure the transfer of Latvia’s unique EU integration experience and to organize international advocacy events in Riga and Brussels, promoting support for Ukraine’s reform path at the European level.
