The project's goal is to strengthen the effectiveness of Ukraine's public administration reforms in the context of EU accession negotiations, by preparing an independent, coalition-based ex-post evaluation of Ukraine's Public Administration Reform Strategy 2020-2025, and using it as a basis for qualitative policy discussion, capacity building, and improving the review of the new strategy in the medium term.
One of Ukraine’s priorities lies within the context of EU integration, with accession negotiations beginning in 2024. Progress in public administration reform is essential for Cluster 1 of the Ukraine-EU negotiations. EU Enlargement Reports Emphasize the need for public effectiveness. Accordingly, the project’s specific objectives include:
- Establishing a coalition of civil society organizations for an independent evaluation of the PAR strategy, reducing the political vulnerability of individual organizations.
- Preparing an in-depth ex-post evaluation, using 2018 baseline values and the latest data.
- Strengthening the understanding of Ukraine’s public administration and NGOs regarding the full policy cycle and practical skills in using ex-post evaluations.
