Public administration consultant, board member and associated researcher at the think tank PROVIDUS, with over 20 years of experience in public administration reform, European integration, policy coordination, and strategic planning in Latvia, the Western Balkans, and European Neighbourhood countries. His professional experience has been developed within the Latvian public administration and through international projects funded by the European Union, the World Bank, OECD, UNDP, and bilateral cooperation programmes of EU Member States. He studied political science and international relations at the University of Latvia and the University of Hull (UK). In 2022–2023, he was a Baltic-American Freedom Foundation (BAFF) visiting scholar at the University of Pittsburgh, where he collaborated with Prof. B. Guy Peters on public administration crisis resilience. He continues to work as part of an international research team focusing on public sector crisis resilience in the Baltic and Nordic countries. He is a member of the Latvian Political Science Association and has extensive teaching experience at the University of Latvia on European Union policy and European integration, as well as at the Riga Graduate School of Law on public administration modernisation within development cooperation projects.
