I think you missed the target. Wages in envelopes have very little to do with lack of innovation. Try to come up with other suggestions. Tax evasion is of course bad, but it is not the topic here...

As long as we will have this build-corrupt system, nothing will change. I guess a good amount of time will pass when things are going to change here. (..secretly waiting for old generation of politicians to die or to retire..oh,wait, what about the new ones?)

Maybe the problem is deeply rooted in our values (or lack of such). Just the laws and enforcement alone cannot change the tax paying or not paying. Without proper education and actually "value propaganda" - we will still have the same problems with not-obeying law as normality and thinking just about benefits of today.
