The purpose of this report is to analyze the corruption situation and anticorruption measures in Latvia on a regular basis. From this issue on such reports are to be published semiannually.
The Report is a collection of factual information on the most important anti-corruption policy events of the first half of 2005, as well as an insight into the combating of corruption since 2003. Moreover four expert articles cover the effects of the political campaign expenditure limits, which were first time applied before Latvia’s municipal election in 2005, the abuse of public resources for party campaigns during the same elections, corruption risks in the management system of EU Structural Funds in Latvia, and development in public attitudes toward corruption as reflected in surveys of 1999 and 2005.
